NLECTC-NE was established in 1996, co-located with the AF Research Lab-Information Directorate (AFRL/RI) in Rome, NY.  This setting has allowed the development of a unique partnership in which NLECTC-NE can draw upon the scientists and engineers of AFRL/RI to help assess the adaptation and development of products and technologies designed for military with transfer to law enforcement and corrections.  AFRL/RI's directorate is the center for the advancement and application of informaiton systems science and technology to enable information dominance for the Air Force.

The mission of the Northeast Center is to work with government; industry and academia to identify evaluate and demonstrate technology applications for law enforcement and corrections.

Communications/ Information Management Assistance:  provides generalized technology assistance in the areas of communications systems and information management systems.  Assistance includes needs assessment, evaluation of current capabilities, propagation modeling (for communications systems), strategic planning, identification of communications interoperability and information sharing strategies, and unbiased evaluation of current and evolving technology with respect to agency needs. Also provides information exploitation technical assistance to state and local practioners requiring actionable intelligence for investigative purposes.

Law Enforcement Analysis Facility (LEAF): provides a link to transfer intelligence exploitation AF technologies to law enforcement and correction agencies. LEAF illustrates how AF technologies can be modified to benefit law enforcement and corrections efforts without State and Local agencies investing millions of dollars in research. The LEAF houses such technologies as:  the speech enhancement unit (SEU); speaker recognition, speaker identification and keyword recognition technology; spoken language translation software; web based timeline analysis (WebTAS) software; video/image enhancement software; facial recognition technology; information extraction software; voice stress analyzer technologies; and secure-stego, an AFRL developed data hiding and watermarking technology.  Law enforcement and corrections agencies receive demonstrations and/or training on the listed technologies. 

E-CRIME:  NLECTC-NE strives to cultivate law enforcement, industry, and academic collaboration to address electronic crime technical issues and to heighten national awareness of electronic crime. To accomplish this, NLECTC-NE provides outreach and technology assistance, facilitates electronic crime training, and develops and distributes portable reference materials/guides. NLECTC-NE also applies an established honest broker approach to identify, acquire, and evaluate government, commercial and open source/freeware cyber security technologies to enhance the tool knowledge awareness level of the law enforcement community. 

REGIONAL ADVISORY COUNCIL:  To assist NLECTC-NE in identifying requirements for criminal justice agencies as well as acting as a beta site for various technologies, a Regional Advisory Council (RAC) has been organized.  The RAC is made up of Law Enforcement, Corrections, Criminal Justice and District Attorneys from the Northeast Region and meet bi-annually to discuss the day to day needs to fight crime and officer safety.
